Respected Madam,
This is to respectfully submit a representation seeking your kind and urgent intervention in a matter concerning the safe custody of pensioners’ Service Books at the Office of the Controller of Communication Accounts (CCA), Tamil Nadu Circle, Chennai. It is reliably learnt that, due to space auditing and administrative adjustments, there is a proposal under consideration to shift the Service Books presently maintained on the 4th floor of the CCA Office at Ethiraj Salai, Chennai, to another location. In this connection, we most humbly and earnestly request that the Service Books may kindly not be shifted. Service Books are legally significant, sensitive, and irreplaceable records forming the very basis of pension administration. They are indispensable for verification and settlement of pension-related matters such as pension revision, family pension cases, restoration issues, commutation matters, leave encashment references, and other service-related clarifications.
The present arrangement, where these records are systematically organized and
located in close proximity to the Pension Section, facilitates efficient
access, timely verification, and smooth processing of pensioners’ cases. Relocation
of Service Books pertaining to approximately 52,000 pensioners may lead to
serious practical and administrative difficulties. Disturbing the existing
arrangement and attempting to reorganize, re-index, and restore the records at
a new location would be an extremely complex and herculean exercise, involving
substantial time, effort, and resources. More importantly, such movement may
expose these vital records to risks of misplacement, damage, or delays in
retrieval, potentially causing hardship to pensioners and family pensioners. While
fully appreciating the space constraints and administrative requirements of the
Department, we respectfully submit that the available space may kindly be
shared to the extent of requirement without disturbing the Service Books
presently held in safe custody. This would ensure continuity in pension
administration while addressing space optimization needs. In view of the
sensitivity and long-term implications involved, we request your esteemed
office to kindly:
• Examine the matter sympathetically
* Advise against shifting of Service Books
* Permit internal space sharing / optimization
arrangements
* Ensure that the safe custody and accessibility of
records remain undisturbed .This representation is made purely in the interest
of safeguarding pensioners’ welfare and preventing avoidable disruption or
hardship.
